Ballarat Energy Storage System | Solar Storage in Victoria

The Ballarat Energy Storage System has been turned on by the Victorian Government today – let’s take a look at this unique battery and see how it will help shape Victoria’s energy future!

The Ballarat Energy Storage System has 30MW capacity and can output 30MWh – it’s located at the Ballarat terminal station and is owned by Australian energy company Ausnet. The battery storage units are Fluence branded, and were installed by Spotless and Downer Group.

ARENA and the Victorian Government will jointly provide $25 million in funding for both this project and the Gannawarra Energy Storage System (GESS). The project (BESS) is expected to end up costing around $35m. 

Lily D’Ambrosio, the minister for Energy, Environment and Climate Change, made a statement about the Ballarat Energy Storage System discussing the Government’s plans for Australia’s renewable energy future:

“We said we would deliver these large-scale batteries for Victoria, and that’s exactly what we’ve done,” she said.

“This is part of our plan to transition to a more affordable, reliable and clean energy system. We’re modernising our electricity grid, strengthening our energy security and delivering real action on climate change.”

According to RenewEconomy, the battery will be most useful in these three situations:

  1. It can help with congestion on Victoria’s transmission grid (especially as it’s installed at a network terminal rather than a wind or solar farm (which is the norm)). 
  2. It’ll help shore up the baseline load for Melbourne, especially during peak times when air conditioners and deconstructed latte machines are switched on en masse; and
  3. It’ll provide ‘key grid stability services’ like frequency control. 

Lastly, straight from the horses’s mouth:

The battery will store energy at times of relatively low value. The battery will use stored energy and use it at times of relatively high value. The project will also examine providing other grid services such as frequency control ancillary services (FCAS) and, should it be established under the electricity market rules, a Fast Frequency Response (FFR).

It’ll be fascinating to see how this works over the summer – we’ll, of course, also be keeping a close eye on the Tesla batteries at the Hornsdale Power Reserve to see if they’re able to continue delivering massive savings to the SA government. How long until the rest of the states follow suit?

Beryl Solar Farm Sold To New Energy Solar

We’ve written about the Beryl Solar Farm reaching a financial close back in May – now the 87MW (108MW according to the AFR) project has a new owner and is continuing construction.

According to PV Magazine, the farm has been purchased by New Energy Solar – who also bought the 50MW Manildra Solar Farm for $113m last month. Both farms were previously owned by First Solar and the Beryl farm will be using their 420W large-format Series 6 thin film PV modules. Beryl also comes with a 15 year PPA with Transport for NSW – who will purchase 134,000 MWh from Beryl Solar Farm each year – using the power for the Sydney Metro Northwest railway. This long PPA with a AAA rated customer (i.e. the government) makes the farm a great buy in its current shape.

The EPC project was estimated at $150m according to Reuters, but it’s now estimated at $187m. Downer Utilities started work on the project in May and hope to have it finished in mid 2019. The farm will produce enough energy to power 25,000 households and doesn’t require any water for its electricity generation.

New Energy Solar said the cost of the farm won’t be announced but it was pegged to a target for five-year annual average gross yield of 8.2%, in comparison with yield on its existing portfolio of about 6.8% p.a, so by those metrics it looks like a canny purchase. 

New Energy Solar’s CEO, John Martin, discussed how the extra-long 15 year PPA helped get the sale of this project over the line:

“Beryl, New’s second investment in Australia, will further enhance the scale and contracted cashflows of our Australian portfolio,” said Martin. “Following the Manildra acquisition last month, we are delighted to be consolidating our relationship with First Solar through this second sizeable transaction in the Australian market.”

Martin continued to say that ~69% of the energy provided by the Beryl project will go to Transport for NSW – with the rest slated to package up with a 20MWh battery and sold to a corporate customer as commercial solar

Ross River Solar Farm (Kelso, Townsville)

The $202 million, 148MW Ross River Solar Farm in Kelso, near Townsville in North Queensland is currently under construction. It’s the largest operating single stage solar farm in Australia and will comprise of 413,000 solar panels on single axis tracking systems.

The solar farm reached a financial close last May under Palisade Investment Partners and ESCO Pacific. Built on a disused mango farm over 202 hectares in a rural residential area near Ross Dam, it received DA (Development Approval) from the Townsville City Council in June 2016 (you can see the Town Planning Report they submitted by clicking here). They’ve signed a 13-year power purchase agreement with EnergyAustralia – with a new buried cable 132kV transmission line to connect the project to the Ross River Bulk Supply Substation being run to help facilitate the PPA. 

The project is funded via equity from the Palisade Renewable Energy Fund and three of Palisade’s clients, the Clean Energy Finance Corporation (CEFC), VicSuper and HESTA.

Palisade Managing Director and CEO, Roger Lloyd, said: “We are excited about this investment which further diversifies Palisade’s renewables portfolio. Palisade’s hands-on approach to taking greenfield projects through the development phase to financial close allows us to shape our investments in a way that minimises risk and maximises returns.”

The Ross River solar farm is set for completion later this year and is expected to operate for up to 40 years. We’ll keep you updated with any interesting developments we hear about it.

Valdora solar farm (15MW) opened today.

Some good news coming from the Sunshine Coast this afternoon – today the Sunshine Coast Council have officially opened the 15MW Valdora solar farm. Atypical in that it is the first council in Australia to run its own large scale PV solar plant – and according to RenewEconomy it has the potential to save up to $20m in electricity. The Sunshine Coast Daily have it at $22m in savings over the next 30 years. Regardless of the final figure, it’s a massive feather in the cap of the SCC and will no doubt lead to plenty more councils following suit (the council said that 15 councils around Australia have inquired about the process). Queensland solar continues to move in leaps and bounds in both the public and private sector.

About the Valdora Solar Farm

According to Sunshine Coast Council Mayor Mark Jamieson the completion of the Valdora Solar Farm means that the Sunshine Coast Council will be pioneers in the renewable energy field in that they will be the first in Australia to offset all of its electricity use through renewable energy. The $50.4m project was developed at Valdora, which is west of Coolum – and will sell power generated from 57,960 solar panels as of today.

Cr Jamieson, along with Cr Stephen Robinson (Sunshine Coast Council’s Development and Innovation Portfolio Councillor) and the director of Downer Utilities (part of the Downer Group, who were responsible for building the farm), Trevor Cohen, plugged into the grid at around 11am this morning. The Valdora solar farm, located on an old sugar farm, is able to generate 15MW and will be able to fully supply the council’s extended energy needs. “All power consumed at all of council’s facilities, including our administration buildings, aquatic centres, community and performance venues, as well as holiday parks, libraries, art galleries and sporting facilities,will be offset with energy from a renewable source thanks to this nation-leading project”, according to Cr Jamieson.

The SCC have signed a retail contract with Diamond Energy. The Managing Director of Diamond Energy, Tony Sennit, was quoted as “Over the past three years, Diamond Energy has supported council’s enthusiastic staff, through planning, implementation and now operation,”
