Solar powered abattoir to be constructed in Gladstone

Asia Pacific Agri-Corp have advised that they will spend $308m on a 78MW solar farm to create a solar powered abattoir in Gladstone, Queensland.

According to the manufacturer, Asia Pacific Agri-Corp, the project will cost $308m and will offset a significant proportion of the abattoir’s energy needs:

APAC managing director Daniel Daly was quoted by ABC News as explaining why Asia Pacific Agri-Corp decided this was the best option for their energy needs moving forwards:

“We have our own 78MW solar farm on the site, so we’re able to do behind the metre or through-the-fence power deals which keeps our costs controlled for the processing.

“There was also other costs associated with waste water and removal of waste water would be considerable … (so) we (will ) combine the surplus of power from the solar with the waste water into an onsite hydrogen plant.”

Minister for State Development, Manufacturing, Infrastructure and Planning, Cameron Dick, spoke about the project and how much of the abattoir’s electricity it’ll offset:

“Once fully operational this cutting-edge facility will be capable of processing 2,400 head of cattle per day ready to cater for growing demand for Australian beef,” Dick said in a statement.

“The development approval also provides for 95 hectares of solar panels, capable of generating 78 MW of electricity or almost one third of the sites total electricity needs. A further energy efficiency measure includes the development of an on-site 33MW hydrogen plant to service the abattoir’s boiler.”

Member for Gladstone Glenn Butcher was also optimistic about hte project, which will deliver 308 construction and 335 operation jobs:

“This development will open up massive job increases for labourers in the Gladstone region by providing employment to dozens of non-trade occupations such as cattle workers, forklift drivers, and other processing workers,” he said.

Construction of the farm is expected to begin next May and finish up in 2021.

Commercial Solar Uptake

There’s been an abundance of commercial solar installations and uptake over the past 12 months – here are some of the most interesting ones:

-Nectar Farms’ new glasshouse will be powered by the Bulgana wind farm (190MW, with a 20MW/34MWh Tesla Powerpack battery)

-Sanjeev Gupta and GFG Alliance’s Whyalla steelworks will be powered by solar – utilising depleted mine pits to “unlock a legacy of past activity for the benefit of future generations”

-Vicinity Centres revealed that they will spend $75m to install solar at seventeen Vicinity-owned shopping centres.

Solar Backpackers – Solar jobs not going to locals?

The dozens of solar farms in various stages of construction or approval in Queensland are being flooded with ‘solar backpackers’ – with local staff being eschewed due to the perception of being too difficult to manage. This has led to a situation where ‘solar backpackers’ are being employed instead of local staff as it’s easier for the companies.

According to the ABC, in the last fortnight Workplace Health and Safety Queensland and the Electrical Safety Office conducted inspections across many of Queensland’s regional solar farms. 30 Notices were issued to various companies – this includes 23 breaches of the Work Health and Safety Act and seven breaches of the Electrical Safety Act.

Industrial Minister Grace Grace discussed the issues and advised that a new Code of Practice will be released by the end of the year:

“With the construction of solar and wind farms expanding throughout Queensland, we must ensure electrical safety is paramount,” she said.

“While there is a robust system in place to ensure the highest levels of safety, we are far from complacent and we want to ensure world’s best practice in this area.

“Following the completion of the solar code, a similar process will be undertaken to develop a separate code of practice for wind farms,” she said.

The Australian Border Force have also become involved, but haven’t confirmed any instances of ‘illegal workers’ or ‘worker exploitation’:

“The Australian Government is committed to ensuring that Australian workers have priority and that foreign workers are a supplement to, and not a substitute for, Australians,” an ABF spokesperson said.

“The Working Holiday Maker (WHM) visa allows ‘backpackers’ to stay and holiday in Australia for up to 12 months, work in Australia for up to six months with each employer, study for up to four months and leave and re-enter Australia any number of times while the visa is valid.

“WHM visa holders can undertake any kind of work with any employer during their stay in Australia as long as they do not work more than six months with that employer.”

SolarReserve sign MOU for Aurora Project

American company SolarReserve have signed an MoU with Heliostat SA to manufacture and assemble the components for their solar tower and molten salt storage facility at Port Augusta.

SolarReserve announced on Tuesday that they’ll work with Heliostat SA to create 12,800 96 square metre glass mirrors for their Aurora Solar Thermal Plant. 

The solar thermal plant in Port Augusta, South Australia, was announced last August and received developmental approval back in January It is slated to be a $750m project but we haven’t heard any specifics as to updated pricing, and this information is the first news on the project since January of this year. 

According to the CEO of SolarReserve, Kevin Smith, the solar thermal power plant will comprise of approximately 12,000 mirrors, each the size of a billboard (around 100sqm), arranged in a circle over 600 hectares. The mirrors will focus light and heat to the top of a 227m tall tower to generate up to 150MW. This will result in over a million square metres of surface area for the project. 

“Aurora will provide much needed capacity and firm energy delivery into the South Australian market to reduce price volatility,” Mr. Smith said at the time. He elaborated today when discussing the deal with Heliostat SA: 

“We’re excited to have formed a long-term partnership with Heliostat SA and look forward to teaming up with them to bring manufacturing of our world-class heliostats to South Australian workers,” said Mr. Smith.

“SolarReserve is committed to supporting South Australia’s goals which will attract investment, create South Australian jobs and build an exciting and growing new industry.”

According to an article on RenewEconomy the project will create around 200 full time solar jobs for the area, with 650 to be employed during the construction phase. 

This project is a bit slow and new information is thin on the ground, so great to hear that it’s moving ahead. We’ll keep you posted as soon as there’s any new information on the solar thermal plant!

Bookaar Solar Farm | Timeline, Opposition & More

The $150m, 200MW Bookaar Solar Farm in Victoria is set to start construction in July next year, if local residents trying to scupper the plans don’t have their way.

The 200MW Bookaar Solar Farm will feature around 700,000 solar panels, according to the ABC. It is located 10 km to the north of Camperdown, in South West Victoria. It’s being developed by Bookaar Renewables Pty Ltd (a partnership between the landowners and Infinergy Pacific)

According to the official website, there are six main reasons they chose that particular location:

  • Good degree of flat land within the land holding.
  • Good solar resource.
  • Simple grid connection options onsite, with capacity on the lines for the required generation size.
  • Extensive farming land.
  • Good transportation links and site access.
  • Low visual impact – they are hoping to add to existing screening by planting a vegetation screen around the perimeter of the solar farm so neighbour views aren’t as obstructed.

During the construction period it is estimated that the project could provide jobs for up to 150 workers over the course of a year and more.  Following this, 12 full time local jobs will be created over the 30 year operational period of the project. 

The project’s Planning Application and Assessments will be submitted to the Corangamite Shire Council in May 2018.  If approved, construction will begin in late 2019 and be completed by late 2019 or early 2020. 

“The development would be operational for 30 years, after which it would be decommissioned and the site returned to its pre-development status,” the application to council states.

With that said, there is still some solar farm opposition due to its planned size.

Bookaar Solar Farm Opposition

The farm is estimated to be around 6 square kilometres in size, in comparison to Camperdown (where the farm will be built near) which is only 4 square kilometres. As a result, some of the residents are a little uneasy about the impact this farm may have on their investments/lives.

Over 30 people turned up to a meeting a fortnight ago where the Boookaar Community Action Group discussed the ‘immense’ size of the project. 

“The clincher is that it’s 605 hectares, over 1500 acres, just by sheer size it’s an immense problem,” Chair of the group Andrew Duynhoven told the meeting.

“The actual solar farm is the size of Camperdown, plus a quarter.

“It’s massive. It’ll probably be the biggest solar farm application in Australia at the moment.”

Dynhoven elaborated that he is pro-solar but the ‘sheer scale’ of the farm is making them nervous:

“I’m not against solar. I’d love to have solar on the dairy, and in the near future that will occur, but I’m against the sheer scale of this.”

Given the small size of Camperdown and the big solar farm, it is more understandable than most solar farm NIMBY opposition. The residents are also concerned about glint, glare, and the classic: using ‘prime agricultural land’ to build a solar farm.

Susan River Solar Farm Construction Commences

The up-to 100MW and $175m Susan River Solar Farm located between Hervey Bay and Maryborough in Queensland is commencing construction this month after being granted DA in 2016.

The Susan River Solar Farm was granted DA (development approval) by the Fraser Coast Regional Council in December 2016 and is now commencing its construction, with roadworks already underway to ensure the infrastructure is set up correctly before building commences. The project is being developed by one of Australia’s biggest renewable energy developers – ESCO Pacific Pty Ltd. They currently have nine solar farms in various stages of completion – with three under construction (The Ross River Solar Farm, Childers Solar Farm, and Susan River Solar Farms) and six with planning secured. These six are in Rollingstone, Dino, Horsham, Koberinga, Moura, and Finley.

With regards to solar employment at the Susan River Solar Farm, Esco chief executive Steve Rademaker said the project will create up to 300 jobs during its inception and five to ten full-time jobs after the plant’s construction is complete. He went on to explain why the Fraser Coast location was ideal for their solar farm:

“Choosing a location came down to the suitable size identification and proximity to the electrical grid, among other factors,” Mr Rademaker said.

“The Fraser Coast ticked all these boxes. It’s a good location to build a project like this.”

According to the Fraser Coast Chronicle, the project will occupy 176 hectares and will involve the installation of 350,000 PV solar panels. 

Fraser Coast infrastructure councillor Denis Chapman called it a “jewel in the crown” of the Fraser Coast. 

The project doesn’t have a PPA (Purchase Power Agreement) signed yet, which means the farm will sell its output on the spot market once launched (unless they sign one first!).

The utility scale renewable energy project is expected to finish completion next year.

Sunshine Coast Solar Farm saves $1.7m in Year 1

The Sunshine Coast Solar Farm has been live for a year, and, as the second largest solar farm in Queensland, is on track to deliver $22m in savings over the next 30 years.

Also known as the Valdora solar farm, the 15MW and $50m Sunshine Coast Solar Farm was opened last year, allowing the Sunshine Coast Council to be the first local governments in Australia to offset 100% of its energy usage from a renewable source. Sunshine Coast acting Mayor Tim Dwyer has made some comments to the Sunshine Coast Daily about its progress:

“The Sunshine Coast Solar Farm has saved council $1.7 million – more than double the amount we’d hoped for in the first year,” Cr Dwyer said.

“We have met our offset goal as well – offsetting more than 100% of council’s energy use across all our facilities and operations.

“We’ve generated more than 26,300 megawatt hours of energy in 12 months. To put that into perspective, the average Australian home uses around six megawatt hours per year.

“We’ve saved more than 20,500 tonnes in carbon emissions – the equivalent of taking about 4300 cars off the road for one year.

“Council’s solar farm project has also received three prestigious awards for boosting productivity through infrastructure, sustainability excellence and planning excellence.

“Our Council is the first local government in the country to deliver a solar farm.

“With projects like the solar farm, we are delivering on our vision to be Australia’s most sustainable region – healthy, smart, creative.”

According to the Sunshine Coast Council website, it’s also the first solar farm in Australia which operates at 1500 volts DC, allowing it to operate more efficiently. 

Mayor Mark Jamieson said farm will allow the local council to take control of its own electricity supply, helping with rising electricity costs and also providing an environmentally friendly way to run their facilities:

“All power consumed at all of council’s facilities, including our administration buildings, aquatic centres, community and performance venues, as well as holiday parks, libraries, art galleries and sporting facilities, will be offset with energy from a renewable source thanks to this nation-leading project,” Mayor Jamieson said.

We’ve written about the Beryl Solar Farm reaching a financial close back in May – now the 87MW (108MW according to the AFR) project has a new owner and is continuing construction.

According to PV Magazine, the farm has been purchased by New Energy Solar – who also bought the 50MW Manildra Solar Farm for $113m last month. Both farms were previously owned by First Solar and the Beryl farm will be using their 420W large-format Series 6 thin film PV modules. Beryl also comes with a 15 year PPA with Transport for NSW – who will purchase 134,000 MWh from Beryl Solar Farm each year – using the power for the Sydney Metro Northwest railway. This long PPA with a AAA rated customer (i.e. the government) makes the farm a great buy in its current shape.

The EPC project was estimated at $150m according to Reuters, but it’s now estimated at $187m. Downer Utilities started work on the project in May and hope to have it finished in mid 2019. The farm will produce enough energy to power 25,000 households and doesn’t require any water for its electricity generation.

New Energy Solar said the cost of the farm won’t be announced but it was pegged to a target for five-year annual average gross yield of 8.2%, in comparison with yield on its existing portfolio of about 6.8% p.a, so by those metrics it looks like a canny purchase. 

New Energy Solar’s CEO, John Martin, discussed how the extra-long 15 year PPA helped get the sale of this project over the line:

“Beryl, New’s second investment in Australia, will further enhance the scale and contracted cashflows of our Australian portfolio,” said Martin. “Following the Manildra acquisition last month, we are delighted to be consolidating our relationship with First Solar through this second sizeable transaction in the Australian market.”

Martin continued to say that ~69% of the energy provided by the Beryl project will go to Transport for NSW – with the rest slated to package up with a 20MWh battery and sold to a corporate customer as commercial solar

Latrobe Valley solar: 30 public buildings to get PV.

Latrobe Valley solar energy is set to get a boost with 30 public buildings in the area to have rooftop installed at no cost, thanks to a bit of help from the state government in Victoria.

Energy and environment minister Lily D’Ambrosio was in Moe last week to discuss the scheme and show the Latrobe Valley residents a list of the public buildings in line for free solar upgrades, including in some cases solar hot water and lighting. One such building is the Toongabbie Mechanics Institute – a building where existing solar has already saved $500 on last quarter’s electricity bill. Toongabbie Mechanics Institute treasurer Roger Ries summed it up very succintly:

“It’s made amazing reductions. It’s cheaper for the recreation reserve users and it will make it cheaper for the hall here,” Mr Ries said.

Minister D’Ambrosio spoke about the impact these home solar energy upgrades will have on the lives of lives of 1000 vulnerable Gippslanders.

“The energy upgrades and solar installations will not only help bring down energy prices for the Latrobe Valley, they will create local jobs in the renewable energy sector,” she said.

According to the Latrobe Valley Express, over 1000 households/low incomes earners are also eligible for solar systems as part of the $5 million Latrobe Valley Home Energy Upgrade Program.  Local businesses Gippsland Solar (who are responsible for the fantastic Camberwell Grammar School Solar System), Sunny Afternoons and Rocky’s Electrical will be used for both programs which will create 10 full-time jobs.

There’s been some great solar news for the Latrobe Valley / Gippsland area with regards to both end-user solutions and large-scale renewable energy production – with a 70MW solar farm on the outskirts of Morwell announced back in April, to be build by ARP Australian Solar who said the plant will be a hybrid solar and battery farm which create “well over 100 jobs [during construction]” for the area. 

“There would also be a number of ongoing jobs … involving security, electrical testing, monitoring and what have you.”, according to ARP Australian solar director George Hughes. 

Mr Hughes elaborated on a potential timeline for the Morwell solar farm: 

“With everything going according to plan, we’re looking to start construction in January or February next year, early 2019.”

Solar Jobs in Australia – over 10,000 employed.

The latest Renewable Energy Index (REI) has some great news for solar jobs in Australia – noting that 5,456 new jobs have been created by the many large-scale solar farms currently under construction. The REI, published by Green Energy Markets for January 2018, says there are now more than 10,000 Australians working in the solar industry, and for the first time people working in large-scale solar surpassed the rooftop (domestic) sector.

PV Magazine Australia noted that Western Australia is lagging behind significantly – with almost 5GW (5000MW) of large scale solar projects currently being built across Australia, only 37MW of that is represented by Western Australia. This generates less than 100 full-time positions in the sector. Queensland is the highest with 6,421 commercial solar jobs, Victoria has a little under 5,000, New South Wales represents 3,579, and even Tasmania has 495 positions created by solar plant construction.

According to Green Energy Markets, “Total power produced by solar nationally over 2020 is likely to be 19,000 gigawatt-hours which is equal to the entire electricity consumption of WA’s main grid,”

Solar PV now represents around 5% of overall power consumption across Australia – a 10x increase from the 0.5% it had in 2010. Given the huge amount of large-scale solar farms currently in various stages of planning and construction, there’s no doubt the sector will continue to grow exponentially – and with it the need for both solar employers and solar employees to find each other.
